They call him a "Tap Buster" but I think they mean a wire-tapper, since the two terms are opposites, aren't they? And he has a goatee. Easy to miss, isn't it? His name is written "Paofuu" but he writes his name in English as "Baofu" and hell, his website is baofu.com. So there you go.

Baofu runs a rumor BBS online. In Tsumi, you could IRC with him and get rumors that way, but since he's in your party in Batsu, you just check his BBS. He's a rather shady character - no last name, no background, and seemingly little motivation to join the party, other than the amusement factor.

Q: Baofu and Revenge
A: Baofu's ultimate goal is to get revenge against Tatsuzou. He'd like to kill him, but if not that, to completely obliterate him from society. Anyway, up until now he has been living his life towards the goal of causing Tatsuzou's downfall. That could not be accomplished by normal methods, which is why he taught himself wiretapping. An opponent is an opponent, so I think that he's engaging in this with the feeling of "Even if I misfire..."

The characters written on Baofu's homepage mean "revenge" in Chinese. This is obvious, but since his opponent most likely isn't going to be seeing the webpage, the title is less of a message to Tatsuzou than it is a reminder to himself that says, "I'm gonna kill him!" He doesn't seem to pay attention to the fact that collecting information from the people of the city in such a place might not be the best way to track down Tatsuzou. *laugh* Well, it's an underground homepage, so he might get that kind of information too.
It turns out that Baofu was once Saga Kaoru, a special prosecutor investigating the connection between the Minster of Foreign Affairs, Sudou Tatsuzou, and the Tien Tao Lien mafia in Taiwan. Saga and his secretary/partner, Asai Miki, were traveling in Taiwan when they got ambushed. Baofu was able to summon his persona and save himself, but he was unable to save Miki's life.

Q: What did he do after the incident?
A: The incident happened 5 years ago in Taipei. After that, he wandered around for two years, and that means that he returned to Japan about three years ago. From the time he returned to his appearance in the game, he has been collecting information from his base in Sumaru City.
Baofu saw Tatsuzou on the news and returned to Japan in order to exact his revenge, but before that, he was training in Qi Gong and martial arts to prepare to fight Yung Pao. I think he probably underwent harsh training by some "Karate Kid" or "Drunken Master" type of master... *laugh* I'm sure Baofu could write an entire book about his adventures in Taiwan.
Heh heh. "Wax on...wax off."

Q: Does he pay a lot of attention to his appearance?
A: I don't think so. He lives in a type of small, dirty abandoned building that has a toilet, but whether or not it has a shower is unknown. I think he also leaves his hair alone and lets it just grow out...but perhaps he does something unexpected like get hair treatments. *laugh* At the very least, when you look at Baofu's clothes, they're pretty amazing, aren't they. He's got that gold suit and stuff. *laugh* Baofu wears it because he really likes it, but it sure stands out. Even though he does wiretapping and secretly spies on Tatsuzou, he likes that sort of obvious clothing. *laugh* But, it's a success as far as changing his image from the past is concerned.

Q: What happened to the people he knew while he was in Japan?
A: He probably doesn't have any of those friends anymore, because Saga Kaoru is supposed to have already died. Even if he bumps into any of them in the city, he most likely wouldn't be recognized with his current look. For what it's worth, I personally think that both of his parents have already died. Therefore, he was living a completely solitary existence until he met Maya and the others.
In Tsumi, you actually run into Baofu at the age of 22, stumbling drunkenly out of Parabellum. Tatsuya and Jun are small children standing outside the bar, and Baofu scares them by telling them to run along home, or they won't grow up to be good kids. Jun comments that some adults drink to forget their dreams, and he doesn't want to grow up to be like that.

Q: Does he love alcohol?
A: I think that yes, he basically likes alcohol a lot. Ever since he was young, he's probably spent time going barhopping. However, after the incident in Taiwan, I think he drank less for enjoyment and more in order to escape from reality, while being self-derisive. "What the hell am I doing here."

Q: What does he do on his days off?
A: He probably doesn't spend his days off in typical ways. Baofu profits well from being a tap buster, but on the days that he doesn't work, he works on wiretapping for his own purposes of revenge. *laugh* He probably spends most of his days off holed up in his lair. For amusement, he occasionally does things like gambling or going to baseball games.
His favorite baseball team is the Hanshin Jaguars, a pun on the Hanshin Tigers. He and Nanjou have a contact where they argue about baseball *laugh* That's because the Yomiuri Giants and Hanshin Tigers have a famous long-standing rivalry in the real world.

So...Baofu was a special prosecutor. He doesn't seem the really law-abiding type, does he? He seems to have a rather relative sense of justice, especially compared to "amae-chan" Suou.
Q: Why did he become a prosecutor?
A: I think that Baofu decided that he specifically wanted to be a prosecutor around the time when he was a college student. But he probably chose to follow the path to become a prosecutor because he wanted to test his own abilities more than from a simple desire to be a prosecutor. It's very difficult to become a prosecutor. I think Baofu saw this as a challenge and said, "If it's that hard to do, then I'm gonna give it a shot!" Then, when he passed the Department of Justice exam in one try, he thought, "Yep, I am the shit!" I think that he also had thoughts along the lines of being able to punish high-ranking persons such as politicians that a normal police officer wouldn't be able to touch.

Q: Is Baofu intelligent?
A: Because he was able to pass the Department of Justice examination in one try, he's extremely intelligent. The wheels in his head spin quickly, so he's able to master pretty much anything quicky. He's what you might call a genius. Therefore, I think that during his days as a prosecutor, he was very capable and elite. He was the same sort of elite as Katsuya, but completely different from Katsuya, whose success comes from hard work instead of innate skill. I'm sure Baofu wasn't feeling frustrated at all prior to the incident in Taiwan.
So it's good that he's on your side...but it's kind of scary, a guy that smart with that flexible a set of morals! *laugh* But Ulala will probably whip him into shape.

Q: What will happen between him and Ulala?
A: What WILL happen between them...well, in the ending, he chose to work together with Ulala as partners, which means tentatively he's accepted her, but I don't think he thinks of her as a lover. It's only depicted for a second in the game, but since Baofu's mind moves quickly, he notices if Ulala wants something from him in no time. But, at that time he couldn't stand other people involving themselves in his life, he rejects her by saying "I can't do things like what you want me to." However, as the story progresses, that way of thinking rapidly changes, and he comes to think that perhaps that way of life might be all right too; to try out something that he hasn't tried as of yet. Therefore, I don't think at this point in time, his feelings for Ulala are those of romantic love and so forth. Well, he doesn't hate Ulala or think badly of her, so perhaps their relationship might someday end up of that nature, but it will probably take years to get to that point.
Poor Ulala! *laugh* She's got quite a wait ahead of her!
